Renovation:

Focuses on maintaining or restoring the original state of the building, including systematic projects such as structural reinforcement, functional upgrades, and preservation of architectural features.

Technical pathways must be established through suitability assessments, such as load-bearing wall reinforcement and drainage system reconstruction.

Maintenance:

Focuses on localized functional restoration, such as roof leak repairs and replacement of door and window hardware, as emergency measures.

The objective is to maintain existing functions without structural modifications.

Technical Standards and Implementation Requirements

Process Requirements:

Renovation requires specialized techniques (e.g., pressure grouting, carbon fiber reinforcement) with low tolerance for errors (e.g., bond strength ≥ 1.5 MPa).

Maintenance only requires property management registration to proceed.

Qualification Threshold:

Repairs must be carried out by entities holding a “Special Engineering (Structural Reinforcement) Qualification,” and construction personnel must be certified.

Maintenance can be performed by property management teams or general contractors.
